At the age of 2, Tony was first placed in the foster care system and later adopted by a couple in Oklahoma when he was 4 years old.
According to Mutabazi and foster care worker Jessica Ward, at the age of 11, Tony’s adopted parents left him at a hospital and never returned.
“He asked if his parents were coming to get him and they said no,” Mutabazi said. “[We have] no idea why.”
On Jan. 16, 2018, Muatbazi received a call from Jessica Ward, Tony’s case worker, asking if he could take Tony for the weekend.

Mutabazi has been a foster parent for three years. He said he was only scheduled to have Tony stay at his home for two days. It was during that time that he learned the young boy’s story.
Mutabazi said: “By that time, I was crying. I thought, ‘Who would do that?’”
“Once I knew the parents’ rights were signed off and he had nowhere to go, I [knew] I had to take him.”

Mutabazi grew up in Uganda and he has a survival story of his own. One that has deepened the bond between himself and Tony.
The man said that he ran away from his abusive home in Uganda at the age of 10 and found refuge in a parent figure who guided him through school and life.
Mutabazi said: “They became my sponsor, my family. I grew up the poor of the poorest people on the planet,”
“I grew up where no one told me to dream, that there was no future for me.”

Eventually, Mutabazi moved to the United States and became a citizen. He works with the nonprofit organization World Vision United States. This organization helps kids living in vulnerable areas. In his time as a foster dad, the man has been a refuge to 12 foster children.
After Mutabazi met Tony, and heard his story, he made the decision to legally become his father.
He added: “I had the room, the resources, so I had no reason to let him go,” “For what someone did for me I wanted to do something for someone else.”
Mutabazi’s adoption was made official in a Charlotte courthouse late last year. Tony and his new dad were surrounded by family and friends.
